The state minister for Kampala capital city authority Namugwanya Benny Bugembe warns all political candidates that they are to pull down all wrongly placed poster around the city.
Addressing journalists today in Kampala, Namugwanya showed great concern over the high rising habits by candidates to pin posters on street lights, street cameras, pavements, roundabout, road junctions, road islands and many ungazetted areas other places she says are a no go zone for posters of any kind. Adding that they have hindered smooth movement of people and motorists in the city.
According to the minister, these acts contravene section 97 (4) of the NEMA Act 2019 which provides for prohibition of littering whereby” a person shall not place, deposit or allow any waste to be placed or deposited on his or her premises or on private property, on a public street, roadside or in a ditch, river stream, water pond, canal channel park or other place where it may be or become a public health nuisance.
Section 97(9) of the above act is further to the effect that “ a person who contravene the above provisions commits an offense and is liable on conviction to a fine not exceeding five hundred and fifty currency point (Ugx.11,000,000)
Now KCCA is urging all candidates to use the gazatted places like bill boards to pin their posters.
