The Director of Public Prosecution (DPP) Jane Frances Abodo has withdrawn all charges leveled against Mityana Municipality MP Francis Zaake Butebi.
“This is to inform Mityana Magistrates Court that the DPP has decided to discontinue proceedings against MP Francis Zaake Butebi,” the DPP said.
on 19th April 2020 The police held Zaake at the Special Investigations Unit in Kireka, Kampala, and initially denied his lawyers and family members access to him
Hon Zaake francis was arrested from his residence in Mityana, and detained on allegations of doing a Negligent act likely to spread an infection of disease as to what Uganda police says it was Contrary to Section 171 of the Penal Code Act, and Disobedience of Lawful orders contrary to section 117 of the Penal Code Act.
It’s being said that Hon. Zaake distributed items of food relief without authority from the National/District Anti- Covid-19 task force, and without any precautionary measure. On April 22, police transferred Zaake to the Iran-Uganda Hospital in Naguru, where he was being treated for an undisclosed condition while remaining in police custody.
The police have denied reports that Hon. Zaake was tortured, but three witnesses who saw Zaake told Human Rights Watch that he was unable to walk and appeared to have been severely beaten. However, the magistrate however ordered security officers to first code the frail and ailing MP with treatment before he appears before the honorable Court. He was then released on police bond and is currently walking on sticks.
